QUESTA LA LETTERA CHE ABBIAMO INVIATO ALLA COMUNITA' EUROPEA.

OGGETTO: Problema dei rifiuti a Roma e nel Lazio

Egregio Sig. Ministro

Le scriviamo a nome del "Coordinamento Rifiuti Zero per il Lazio" che rappresenta migliaia di persone a Roma e nel Lazio.

Ci rivolgiamo a Lei per chiederLe un Suo intervento diretto al fine di far rispettare la direttiva Europea sui rifiuti approvata nel 2008.

La direttiva, recepita dall’Italia nel 2010, indica chiaramente la gerarchia di azioni da seguire nella gestione dei rifiuti per “ridurre al minimo le conseguenze negative della produzione e della gestione dei rifiuti per la salute umana e l’ambiente”, mettendo al primo posto prevenzione, riutilizzo e riciclo e relegando all’ultimo lo smaltimento in discarica.

Ad oggi non sono in atto, ne' tantomeno sono previste, strategie per il raggiungimento di questo obiettivo.

Nonostante questo, la maggior parte dei cittadini richiedono fermamente una soluzione, consapevoli che solo una corretta gestione dei rifiuti possa contrastare il sistema basato su discariche ed inceneritori.

Le alleghiamo documentazione fotografica che mostra le iniziative da noi intraprese al fine di ottener un incontro col nostro Ministro dell’Ambiente, della Tutela del Territorio e del Mare, Prof. Corrado Clini. Tali misure sono state rese necessarie dal continuativo rifiuto del Ministro Clini di incontrare una nostra delegazione.

Le foto mostrano un membro della nostro Coordinamento che da giorni sta facendo lo sciopero della fame.

Dal nostro punto di vista e' incomprensibile che l’Europa, proattiva nell'intervenire in caso di problemi di natura economica degli Stati Membri, possa limitarsi a mere sanzioni pecuniarie quando si mette a repentaglio la salute e la vita di milioni di cittadini.

Le chiediamo, pertanto, di porsi come Garante e Vigile nei confronti dell’operato del Governo Italiano nell’ambito della gestione dei rifiuti.

SUBJECT: Waste Collection problems in Rome and Lazio

His Excellency,

We are writing to you on behalf of the "Zero Waste Coordination for Lazio", representing thousands of people in Rome and the Lazio region.

The aim of this letter is to request your direct involvement to convince Italy to fulfill its commitments to the European Waste Management Directive (2008/98/EC).

The Directive, received by Italy in 2010, clearly states the hierarchy of actions to be followed on waste management to “minimise the negative effects of the generation and management of waste on human health and the environment”. The Directive’s main priorities are prevention, re-use and recycling, and leave the creation of landfills and incineration as a last resort measure.

To date no such strategies or measures are in place – nor are they foreseen - to fulfill the objectives set by Europe for its Member States.

On the other hand, the overwhelming majority of our citizens are pressing for a solution, since only a correct waste management plan can counter and impede the current system based on landfills and incinerators.

Attached to this mail you can find a photographic collection showing activities undertaken to obtain a meeting with the Italian Minister of the Environment, Land and Sea Protection, Prof. Corrado Clini, PhD. These measures have become necessary because Minister Clini has repeatedly refused to meet our delegation.

The photos show a member of our organization taking part in a long-running hunger strike.

From our perspective, it is incomprehensible that Europe, so proactive when it comes to dealing with Member States’ economic problems, limits its action to a lame imposition of fines when the health and safety of millions of people is at serious risk.

We, therefore, respectfully ask you to supervise and monitor the actions of the Italian Government on this subject.
